Ah!  Both DC's are in the Default-first-site and no defined subnets.

Is it a simple process to create another site, define the subnets for
each site and move one of the DC's to it?

However, if your user's IP is not defined in a sited-subnet, it randomly
picks one from anywhere in the domain.

Windows machines are supposed to use the information (sites and the
related subnets) you entered into Sites and Services MMC applet to
determine the closest DC and use that for logins.
