Apologies if I wasn't clear. You need a license if you are installing a system 
as a contractor. If you are DIY for your own company or residence, no license 
required. A license is not needed if you want a system, but one is required if 
you want to install one for someone else.

I grew up in the CCTV and alarm industry, so consider yourself warned.
If you are doing this for someone else, especially for pay, depending on
the state you're in if you're in the US, you could be heavily fined by
the state. Some states place CCTV as being under the jurisdicion of the
alarm licnsing board, so if you're not licensed for burglar/fire
alarm/CCTV, you could wind up in a heap of trouble. I know anyone with
half a brain can setup a webcam, but if it is for security, most people
simply don't have any idea how much trouble they'd be in if they got
caught.

Im looking for a some cameras, maybe a set of four, for a small store. I
need them to record to a DVR or PC and to be accessible via the Internet
