Thanks to everyone for their suggestions... it looks like we may not have to nuke it from orbit and reinstall. Running Malware Bytes found "display hijacker" or something similar. Since I was running MBAM in safe mode, it seems to have removed it successfully. Once I rebooted and logged in as the user, I was able to see my flash drive and run the mbam-rules.exe. :-)
