Well, the desktop and laptop I was referring to are Windows XP machines, so
unless the "bug" or whatever affects XP machines as well... :-)

Might be related to this:
    Windows Vista cannot obtain an IP address from certain routers or from 
    certain non-Microsoft DHCP servers
