$400 is cheap compared to a dual T1/PRI digital fax board @ $9,000! Everything is relative.
I will agree that you'll possibly have better success with a traditional fax board than a generic or OEM fax modem. However, (In addition to our ridiculously expensive fax server) we are also using a US Robotics USB Fax Modem with one specific application (it is what the vendor recommends) and it seems to work great sending very high resolution faxes - the end result looks like a document printed off of an HP LaserJet. So, as with anything, it all depends. I would try a USR Fax Modem and see if the hardware makes the difference for you. $50 is hard to beat as a trial Jonathan L.
