You may wanna start with WSS 3.0 and from there check into dotnetnuke. I'm a big fan of Wordpress but you'd need to get MySQL, php, and probably apache installed in addition to a few smaller apps. You can use IIS but I haven't configured it to run on IIS 5. Upgrade that server to W2K3 and you save yourself a lot of headaches.
