Citrix/RDP are designed for bandwidth optimization and seem like a good fit, I'm guessing cost is your bigger concern here? Licensing for pool of VM desktops will probably cost more than per-user seat licenses. A Win7 OS isn't any cheaper virtualized than it is physical.
Now if you have 400 employees but only 25 concurrent users, then yeah 25 Win7 licenses are probably cheaper than 400 RDS or Citrix seat licenses, but keep in mind a pool of 25 desktop OS's is going to take a lot more resources than 25 Citrix/RDS clients for any given scenario. You're also patching / AV-ing 25 OS's vs 1 Citrix/RDP, etc...
