Robert, I had been experiencing something similar. I had birthed particles 1 frame before my footage started, keyed that, then moved to the frame where the footage began, and keyed that at "0" emission, also all of this with "0" velocity. To get them moving, i did a bit of brute force and used wind, with a box region affecting the direction of the particles. I was creating streets with cars, and used a roto shape to be headlights and head light glow on the ground. The shot was from a very far away vantage point, so the cars were tiny, and instead of animating cars, i did the particle route. Depending on the direction you want your particles to move, you should be able to use "Particle Wind" to drive the direction of the particles. Now if The Foundry could incorporate "animate on path" like Maya, that would be freaking awesome....
