To Mark, in regards to ML vs web forum: A mailing list is a de facto requirement for an open source project (it is #2 on Karl Fogel's list of required tools in his excellent book Producing Open Source Software[1]). All the major open source projects I've worked on have used mailing lists as the main form of communication. We want our communication means to be absolutely ubiquitous, and the best way for that is to use email. I'm not a big fan of web forums for this type of thing. A lot of the things on your wish list below could be done with our current setup.
