Since only two of the six proposed core contributors have acknowledged
this proposal in any way, I'd suggest that it, along with the rest of
the observability community, is dead in the water.  As much as I'd like
it to continue, if there aren't enough people interested to keep it
afloat, then it doesn't make sense to keep it as a community.  If
responding to a single email within a week is too difficult, then
reaching consensus on anything (projects, etc) in the future would be a
lost cause.
