You can do that easily in a webforum by (once) subscribing all forums
you are interested in.
On the other hand: Some people may not like to get zillions of mails
about stuff they are not interested in when they want only one answer
- they could subscribe only to some specific topics or check the forum
from time to time.

I know your concerns: I was very unhappy as my main developer forums
shifted from newsgroups to a webforum and fighted agains it ("...a
newsreader is so much handier...offline...blabla...") After only a
couple of days I've got used to it. In the meantime I wouldn't want to
step back to the old system.

Mailing lists were created in a time where webpages had nearly no
support for dynamic content.

I am not familiar with setting up a webforum, but if the lack of human
ressources keeps us from shifting, I offer my time to look into that.
