The question is whether it is worthwhile producing something that either 
(a) has very limited application because it can be easily bypassed, or
(b) duplicates facilities that are already supported by OS tools

NT provides many security features which are _not_available_ to software 
applications that are running on Windows 95/98, because the APIs are different.

The Windows 95/98 operating system is inherently insecure. Anything you or 
anyone else writes will be building on that inherency.

Windows NT is, on the other hand, built for security. But there wouldn't be 
much need for third party security applications because they are already 
supplied with it, e.g. NT User Manager.
