PC Nanny seems to manage to lock down Win95/98 but only at the file level.
Can't tell you how it works but it is obviously possible.

That wasnt the Q. If you only wrote software for NT that would be rather
silly no?
this is for an app which does both admin and security features on NT and
95/98.
