I don't have a problem with  late-auth-ers getting authed and voting up
until the last moment.  We aren't talking about disenfranchising anyone,
just calculating the numbers needed to define quorum, majority and the
like.  Define your terms, pick a date, crunch the numbers; done.  After that
date, the crunched numbers don't change, even if accounts get activated and
deactivated.

Someone tell me if/when I need to change OGBot's idea of quorum.
