They are activating their accounts all the time. Heck, I activated a bunch today. We are talking about a very small number of people. And since voting ends on March 22nd, that gives people almost a month to activate (during which time some accounts will go into Inactive mode or Suspended mode as a normal course of things and we will reset those accounts as needed just as Derek described earlier).
