While the IRC meeting rule has never worked well for us, and is thus
removed from the new constitution proposals, it's not that bad.

Quorum for the IRC meeting is set by people logging into the channel
and announcing themselves any time during a multi-day period.   The
number of Core Contributors who are on a train or bus continuously for
72+ hours should be small enough not to matter.
