The OGB has placed no restrictions beyond that of the constitution on
the processes communities choose to establish for code integration, and
I see nothing there that prohibits them from choosing to require architectural
review on their own. While I would still like to include ARC review
in a set of common practices used by multiple communities, I don't think
you can claim they have no power to do it on their own until then.
