I have not made any such claim. Indeed, as far as I know, each
Community Group is free to establish certain guidelines surrounding
contribution to their projects.

I apologise if I somehow came across as implying that, as that was not
my intention.

However, I would like to point out that the ON Community Group, as an
example, did not even have a mailing list until just recently (after
years) and almost every single Community Group and Project hosted on
OpenSolaris.org has not formally established any requirements for
contributions.

If the claim was made that the ON Community Group has done that; I
would say that it has done so in violation of the constitution, since
such a requirement would have required an open discussion which would
have been impossible given that Community Group's lack of a forum
(discussion list).

As such, I contend that ARC has not yet been established as being a
formally required part of contributing to any Community Group as of
yet.

It is certainly possible that I have missed the public discussions for
a Community Group where they have voted to adopt certain processes for
contribution, and if so, I apologise.
