The Electorate collective is just a group to hold the Membership. It's 
sort of a back end thing. On the site, you'll see Projects, Communities, 
and User Groups. If people want to become Members of the community, they 
can go through the Membership process

That's fine. But the vast majority of UGs are based on a specific 
geography and they meet locally. If a UG has a strong association to a 
specific language that cuts across many geographies, then those guys can 
also participate in the country/language communities (currently the 
"portals") that will lead in the translations of content on the site. 
That's already the case, actually, where some portals are home to some UGs.

As a means of identifying themselves? It's an interesting idea, but 
isn't that obvious? And it could get confusing, too. For instance, would 
Beijing be part of the Chinese identity or part of the Asian identity as 
you have it characterized?

The OSUGs will have significantly more visibility under the new system 
-- and visibility is critically important to growth. I have been arguing 
for over a year that the UGs should be removed from the Advocacy CG and 
be on their own as equals to Projects and Communities with top level 
billing on the site. And there is clear agreement on this. In fact, the 
thinking that has gone into that specific problem has influenced the 
entire simplification/reorg we are doing. We have substantially 
flattened the community structure as a result

structure to help UGs a lot. :)

If UGs want more of a voice in governance issues, it's easy. Those who 
participate in UGs can become Members of the community and vote and run 
for office (which they can do now). I don't think the UGs have a 
governance issue, though. We simply have to grow more uses and share 
more and get together more, that's all. As the community engages more 
users with the distributions, then more groups will form as a result. 
And Sun can help this process too, such as a few months ago when we sent 
out shirts, and mugs, and hats, and dvds, etc. We'd like to do this 
again at some point to encourage UGs to form and be active ...
