It's optional, not required.

Yes.  Conversion notes are an anticipated use of the OGL.

I have two answers:  First, it would be incredibly easy to do so under the
current terms of the license which has a very, very liberal policy about
what does and does not constitute a D20 System product.

Second, that's not really what we intend, and as we get into a discussion of
how to structure the D20STL, we may find a way to exclude uses that don't
really constitute "D20 System" materials.
