The description of creating a character is not in the SRD.  There are
classes, and there are races, but there are no instructions about how to use
them.

Note:  There is a difference between someone publishing something using just
the OGL, and publishing using the D20 System Trademark license.  The OGL
provides for no content restrictions of any kind.
