Since I'm a little slow on the uptake, I just want to make sure I understand
this section correctly.

Assuming I were to work on a, oh...I don't know...western-horror setting
which I'd like to do according to the D20 STL, in order to comply with the
above, could I do the following:

Present a group of new classes suited to the setting, like say a gunslinger,
a scout, a shaman, a soldier, etc., but omit the all important phrase
"Select a class."

Indicate humans were the only racial option.

Detail how many skill points each class received, both intially and as they
increased in level, but not how to spend those skill points.

List new skills and reference those from the former book which were useful.

Indicate whether or not the class gained hit points as it increased and now
many.

Indicate when a class got bonus feats, but not leave out the all important
phrase: "Choose a feat."
