I obviously don't know for sure, but I read Ryan's comments to mean that he was working with WoTC legal on the approval process for WoTC to release D&D content for d20 (NOT the process to approve the release of d20 material from other parties). I'm sure Ryan will respond when he has a chance, but I thought I'd suggest that there was another way to understand his comment.
