He means the d20 SRD.

Huh?  The license grants no such right.  WotC can review the material the
same way everybody else can, by picking up a copy and looking through it,
but there is no process for reviewing a work for content violations.

As far as the d20 SRD is concerned, folks who signed an NDA were given
permission to use material in the PHB as if it were part of the SRD, but
that permission was contingent on the final approval of the SRD and was
restricted to content that would be in the final SRD, which may force some
publishers to revise their early content.
