Well, by picking it up and looking through it. :) I mean, if I publish
something under the D20 STL, and it contains information on creating
characters, WOTC is within their rights to say, "Look. This violates the
terms of the agreement. Please change this text in all future
printings." That level of 'approval' is implicit and, IMO, fine --
they're issuing the license, they have both a right and an obligation to
enforce its terms. What must be avoided, though, is any sort of
pre-publication 'approval' process, or any content-based restrictions
(no sex, no violence, no nazis, no making fun of Bill Gates...) beyond
the mechanics-based ones already stated. I see no evidence WOTC has any
plans to do this, of course, and I'm glad of that.
