Because you would likely hurt the market for creating adventures that are
anything more than hack-n-slash by doing that...most adventures have no
reason to include derived content other than stats (and that isn't really
derived in the same sense)...so you'd find people including all kinds of
weird crap to meet the requirement, and hurt the very reason they did this
(the publishing of adventures by people other than themselves).
