The SRD can certainly be used that way, but it is source material, not a
game in and of itself.  You should use the SRD as a start point and then
fill in all the things you think it is missing or that you think should be
changed.  That is how you add value to the SRD and differentiate your game
from others that share the same heritage.  I appreciate the 'clean room'
approach you are trying to take, but using the SRD without reading the PHB
is likely to be problematic, because you will probably come up with
different interpretations of certain rules than your players expect.
