Not really.  Various Open Source programs (including Linux, BeOS, etc) 
charge for their distribution and support.

It's only a fine distinction--but anything that you *can* charge for 
(such as support, or non-open addendums like a help file, or non-OGC 
content) can very well be Shareware.
