Steve and I decided to make all the spells and spell
names open. We designate as PI the parts of the spell
names that include Scarred Lands specific names, but
the book includes a limited license for anyone who
wants to to use the names. Thats how we got around the
Scarred Lands PI issue.
Artifacts, etc, still have closed names.
We thought this struck a fair balance, considering all
the interests involved. So I guess, yes, it is "more
open."
