Oh. Easy Answer. 3E is a core system, and as part of that I believe the
intention is clear to genericize the core classes /races / etc. and divorce
them from any specific historical or fictional PI. So there is really no
limiting story behing any of the "units" in the core book. Halflings can
(at the players' of GM's discretion) be Tolkienish Hobbits, or Feral Kender.
This genericization "opens up" stories and roleplaying opportunities
rather than eliminating them.
At least that's my take, and one of the things that I have become
increasingly impressed with about D20, is the incredible "even-ness" of this
"do not place limits" treatment. Very well though out for development
purposes.
