OK. IIRC, one of the terms of the D20 Liscence (not the OG liscence) is
that you cannot give rules for character advancement -- they must buy
the Players Handbook.

There are some options.

You do not need to explain how XP relates to a characters advancement,
such as...
"When the character gains enough XP to reach the amount required for the
next power level, the character gains X class abilities, X number of
hitpoints..."

You can provide an XP table, and list powers a Super Character gets at
what levels.  Basically, you need to rely on the players and referee
connecting the two, or look in the players handbook...

Atleast, that's what we heard from Ryan Dancey a while back.

Another thing, unless things have changed, no one is *required* to buy
the PHB.  You can place a notice that says it requires the use of the
PHB, but it's optional, it's not required.  3.3.1 and 3.3.2 from the
D20STL prove this atleast.

Here's my problem. I am thinking of a D20 Supers game, and am
contemplating a few changes to the typical D20 system.  Specifically, I
want PCs to *begin* at about 10th level, with a wide assortment of
powers and feats. From this point, though, they advance very slowly,
since a 10th level Super (as I'm plotting it in the total abscence of
the SRD) is considerably more powerful than a 10th level anything else.
(I am considering a very, very, loose 'class' structure...I hate
Palladiums classes. I'm thinking Skilled, Equipped, and Empowered as the
only 'classes', with great flexibility in the exact mechanics of
powers..."Equipped" doesn't mean what you think it means, BTW...not
entirely.)

You don't need to start supers at 10th level.  Make the base abilities a
super character would have be given at level 1.  If you want to increase
the amount of time it takes to increase a level, just put larger number
of XP required for each level.  From rumor information available, to
reach the next level requires an amount of XP equal to your current
Character level multiplied by 1,000.  You would need 1,000 to reach
level 2, another 2,000 (for a total of 3,000) for 3rd level, 3,000 XP
(for a total of 6,000) to reach 4th level, etc.

Just double the amount required (or triple, or quadruple)...

Such as, based on the Rumor information

By placing this table with the Heading "NEW XP TABLE: REPLACES TABLE IN
D20SRD" this would be acceptable, because for the players to understand
exactly what it's refering to, they need to look it up.  You just don't
need to explain what they are looking at.

This sounds like it would violate the D20 Trademark liscence. (Not that
that's such a big deal, for me, but for someone who wanted to publish
for money, it could be problematic.)

Using what is listed above, is one way to use D20, and from my
understanding won't violate the STL.  One other option would be to just
use OGL and don't worry about it.

For my own setting, I'm creating 3 products.  The Players Guide, Atlas,
and Bestiary.  The Players Guide will simply be a OGL product because I
will be detailing how to create a character, and explaining the effects
of XP on a characters advancement.  The other products, and any others
(such as adventures, and supplements), I'll use the D20 Logo.
