A couple of points:
* To start the PCs at 10th level, just say "All PCs start at 10th level."
* To reduce the advancement after that, say either "The DM should use the
following tables when awarding expereince" or "The DM should only award one
half the experience he normally would."
* This should be on ogf-d20-l, I think.
* Don't make any presumptions about the class system until you've got
it--and I think it might be best if the "developers community" works out a
"classless" system that we can all use.

You could just say "use this experience table" and not say what it's for;
