I'm not really concerned with "defining" in the sense of saying what it
means. I guess I'm more concerned with -- I dunno -- recognizing? I would
like a mechanism by which we can resolve simple cases without having to
reach the courts. If somebody is the recognized place to turn when you think
there's a violation, then a lot of frivolous claims will be avoided. After
all, the draft OGL requires curing the breach within 30 days of becoming
aware of it; but what is "becoming aware"? Can ANYONE send me an email and
thus make me aware? Is each OGL author responsible for making others aware
of violations of his OGL work? Or is there someone who looks at the claim,
decides if it seems reasonable, and sends out written notice?
