The same thing that prevents a bunch of FGU games from being revived: a
trademark. If I can't call my game/film/etc Attack of the Humans, and I can't
use your name in my advertising without your permission, the value of 
exploiting your open content lock, stock and barrel is greatly diminished.
L. Frank Baum's "Wizard of Oz" has been in the public domain for years, and there
are dozens of small-press Oz novels available. One hundred years have passed,
and people still choose the Baum books first.
