No one can take OGC as if it was their own and abide by the OGL. By listing
THE OGL and the copyright information for the contributors that you are
deriving from you are stating that it was not your own, but in fact Open
Game Content which you are allowed to use under that license. That's what
the Open Gaming License is all about. There is nothing morally or ethically
wrong with this, whether or not you contribute something new.
I can't understand why you don't seem to understand this and refuse to
accept it as a part of the OGL. Some people are going to contribute, some
aren't. THE OGL defines how OGC can be used, to further limit it is to
undercut who will want to use it and does not server the Open Gaming
Community or the gaming community as a whole.
