I mentioned this particular idea to Ryan a few months ago, and he said there
were a few internal folks pondering the idea. With all the stat blocks in
3e it is a natural fit with XML. I think that OGL would be a great forum
for creating a DTD and XSL for rendering the information. Of course, we'll
have to figure out who's English to use :-)

It might be worth poking the folks at Fluid to see if they have any interest
in supporting XML extensions from third parties in Master Tools. I could
see a DTD that included Races, Classes, Spells, Skills, Feats, Monsters (and
their special abilities), Treasures, Traps, Magic Items (and their
properties) and lots of other things. That would be a very user-friendly
way to create custom extensions to the tools without needing a special
editor like the one used in the Core Rules..

Perhaps Ryan would be willing to provide a sympathetic contact over there?

Also, I wouldn't mind seeing the d20 SRD reformatted in XML...what a proof
of concept, eh? I was working on a webhelp version when I decided that what
I really needed was XML. I haven't gotten back to the idea in a week or so,
I have to finish the Registry first.
