The simplest alternative to the administrative headache is the space
headache: include the complete relevant license in each database entry, so
there's little or no chain to maintain (though a traversal mechanism would
still be a pain). It's the classic time-space-maintainability trade-off.

Of course, database programming is not my specialty, so I may under- or
overestimate these factors. (Now user interfaces, UML designs, XML, COM, you
can gimme a call. But my database skills ain't worthy of my hourly rate. I
give that work to my boss.)
