Well, it could, but that's not what you said.  You said no income taxes.  No
income taxes leaves a wide variety of other taxes to be levied.

Those are the only options I see.  Your suggestion still falls under option
1.
As for Brad's suggestion, as a registered Libertarian I'd like nothing more
than to see the income tax repealed.  But even limited governments need
_some_ tax revenue, and the best, and fairest option bandied about is a
national sales tax.
