If the company attempted to falsely advertise their supplement as a complete game then customers would be irate, I'm sure.  However, purchasing something like "Madness in Freeport" is no different than purchasing something like "A Paladin in Hell" and fans have been doing it for years.  People expect and hope for supplements to go along with the core books.  I would say that they would be _more_ upset if no supplements were ever published.  I know I would be.
