Would it not be the case though that if the OGC is in a pdf and the
clearly identifying section is also in a PDF that it would be acceptable,
since to be able to have a chance of reusing the OGC you would need PDF
which would then mean you can read the description of what is PDF.
Likewise to read the OGC in a book you need to be able to read. If you can
read you can then read the description of what is OGC in the book,.
See where I'm going with that?
If however the OGC is in an ASCII file and the description of what is OGC
is in a PDF file I would consider this to not be valid.
