I'm sort of curious about this statement. If it requires that you state the program needed, why do none of the pdf's say you are required to have a pdf viewer?
If you say it needs Access on the box then I think you
would be fine. If you did NOT say it then your
program would need to provide a way to view the OGC.
As far as i can tell, the license doesn't require that you make the OGC easily accessable, only that you clearly indiucate what is OGC in the document.
I reread the OGL but this is the only section I found to be pertinent.
8. Identification: If you distribute Open Game Content You must clearly indicate which portions of the work that you are distributing are Open Game Content.
Unless clearly indicate has some specific leagal meaning I'm not aware of, specifying compatability with any sort of program isn't necessary.
Of course specifying compatibility with a specific program may be prohibited as you aren't supposed to reference others trademarks without permition.
