The problem being, is that their work also contains the work of others, and without compiling all the original sources it's extra work to figure out what is and is not OGC, and what one has the write to use verbatim.

It's about both respecting and gaining access to the OGC already provided by others.  What vague OGC declarations effectively do is signal to the end user that there is nothing in the book that can be used verbatim, when in fact, there may be a lot that was copied verbatim and should remain open.
