I really disagree with this.  Sorry.  But when you want to reuse OGC from a product and their declarations are unclear you are either:

a) unnecessarily restricting what you have access to

b) in danger of screwing up your own OGC declaration and opening yourself up to angry emails from people further upstream whose OGC you are using.

Fundamentally anyone who has a sincere interest in reusing OGC needs to worry about policing things for themselves, because you are gonna be the one defending yourself in court if you botch an OGC designation.
