I think I understand--correct me if wrong. Though not my area of study, bug 808
appears to suggest a definite cost for attacks, whereas 131 suggests an attack
that "attacks" the meter. I guess that's useful if friend or foe were to attack
your meter. Interface-wise, the definite cost suggestion of 808 seems more
natural for simple attacks.

It sounds like both of these could be implemented side-by-side.
