These should be merged, not deleted.  An important aspect of the web
is stable and persistent URLs.  If someone has saved a reference to
these URLs, they should be able to follow the redirect to the current
location of the information.

Two cases where things should not be merged are:

- a conflated author record which has works from multiple author
records mixed together.  This is just garbage that will never be
useful to anyone, so can be deleted.

- an author record with too little information to reliably merged
