obsolete, and was should be removed. Current version, if needed, are better
obtained from OASIS, online.

Unless somebody objects, I'll do this as part of the preparation for switching
to IPS content delivery in ON.
As such, the fix will also include the solbookv1 dtd. Neither has been
delivered on OpenSolaris, so once we stop delivering SVr4 packages, these both
become vestigial tails.
