Plus, besides that they're used for login credentials, they are needed
when searching for bugs assigned to someone or submitted by someone or
commented by someone. This however could also be done with present but
inactive accounts/addresses if bugzilla allows so, I don't know what
happens if you pull away bugzilla's user base, whether those assignments
would be preserved or not.

Notification is to be preserved somehow, and if it's only a mapping to
the forward addresses.
