I agree that we don't want more formality than necessary.  But a
consistent way of indicating blocking issues is needed so we can
focusing on them, find them consistently in BZ queries, etc.

There are bits and pieces on the mailing list.  We should update it
once we have a release.  I think we'll want to update a few things.
