My copy of Notepad++ (v5.9) has the following Encoding Menu options:

Encode in ANSI
Encode in UTF-8 without BOM
Encode in UTF-8
...
Convert to ANSI
Convert to UTF-8 without BOM
Convert to UTF-8
...
