The tilde ~ is to set the following character as keyboard accelerator (a
key that, combined with Alt activate the corresponding function) and you'll
see them not only at the beginning of words, but anywhere like "C~ancel".

Keyboard accelerators are a really difficult point because it is not easy
to see the context of that string and therefore there is a high probability
you end with two menu entries on the same menu with the same keyboard
accelerator.
